Real-time Call Authentication and Billing Approval
Intelmate validates every call in real-time to determine if the called party can be billed for the call. This feature greatly reduces the bad debt typically associated with inmate calls. If a call is determined to be non billable, the inmate may still complete the call using Intelmate’s advance payment program.

On average over 20% of calls made from correctional facilities cannot be completed due to billing issues.
Each collect call attempt by an inmate is validated against the national LIDB database, many of these calls cannot be validated because the call is placed to a:
- Competitive Local Exchange Carrier (CLEC)
- mobile phones
- or the called party has blocked collect calls
CLEC and mobile phone companies do not generally allow third party billing for collect calls. Thus, your facility may be losing revenue and inmates may not be able to contact there families.
Intelmate has developed a unique advance payment program that allows inmates to complete calls that would otherwise be blocked.
If a call cannot be validated, our advanced payment system allows the inmate to complete one free call to the destination number.
- If the called party accepts the call, then our system connects the inmate and allows the parties to talk for two minutes.
- After which, the inmate is dropped from the call and the called party is connected to a live operator who informs them that their number cannot be billed for collect calls.
- The operator informs them that Intelmate can setup an advanced payment plan that will allow them to receive calls from the inmate.
- Our advanced payment plan allows the called party to pay for future calls via credit card, debit card, website, ACH transfer or Western Union.
Commissary Advance Payment
In addition, to the advanced payment system, the Intelmate system offers a prepaid card platform. Intelmate’s prepaid system allows inmates to purchase prepaid minutes for completing calls.
Non Pin Based Prepaid Calling
The inmate purchases a prepaid calling card from the correctional facility or commissary provider. They then enter the prepaid code number listed on the card using the keypad on the inmate phone. Intelmate validates the card and informs the inmate of the card balance. The inmate then enters the destination number and the call is placed. If the called party accepts the call, the Intelmate system deducts the charges related to the call from the inmates balance. The inmate repeats this process every time they wish to make a prepaid call.
Pin Based Prepaid Calling
The inmate purchases a prepaid calling card from the correctional facility or commissary provider. The Once the inmate has purchased the prepaid calling card, they enter their pin number using the keypad on the inmate phone and select the option to enter prepaid minutes. Intelmate validates the card and informs the inmate of the card balance. The prepaid minutes are added to the inmates account and they can use those minutes to make calls. The inmate then enters the destination number and the call is placed. If the called party accepts the call, the Intelmate system deducts the charges related to the call from the inmates balance.
Once the minutes are added to the inmates account the pin number is deactivated and the prepaid card cannot be used by another inmate.
Prepaid calling cards expire in 90 days.
